The CountEmissionsEU Regulation introduces a harmonised EU-wide approach for calculating greenhouse gas emissions from transport services. Its methodology is based on EN ISO 14083:2023, the current international standard for quantifying GHG emissions across all transport modes.
At present, the full ISO 14083:2023 standard is not freely accessible. ISO standards are protected by copyright and must typically be purchased or accessed through national standards bodies such as BSI, DIN, or NBN. This means that, today, the detailed methodology can only be consulted under paid or licensed conditions. Sharing or redistributing the full text without permission would constitute a copyright violation.
The CountEmissionsEU Regulation directly addresses this barrier. Once implemented, it will make the core methodology widely accessible throughout Europe. The initiative mandates:

A free EU calculation tool, with a particular focus on supporting SMEs.

Publicly available databases of emission factors, enabling consistent and transparent calculations.
Through these measures, the Regulation will open up the ISO 14083-based approach to all stakeholders—something that is currently restricted by commercial licensing requirements.
