For years, BT4Europe has advocated for a simpler, more proportionate approach to the A1 certificate for cross-border business travel.
We are pleased to see that this effort has resulted in a landmark agreement that will significantly reduce unnecessary administrative burdens for employers and business travellers across Europe.
What changes?
✅ Genuine business trips will no longer require an A1 certificate – regardless of their duration.
This exemption applies to temporary business activities that do not involve the provision of services or goods, including:
• Business meetings
• Conferences and seminars
• Training courses
• Academic research
• Cultural and scientific events
• Internal meetings with colleagues
• Visits to customers or prospects (where no service is provided)
For activities that do constitute a posting, a new 3-day exemption within a 30-day period will apply before an A1 becomes necessary.
⚠️ Construction, installation, maintenance and repair activities remain subject to an A1 from day one.
Although the new rules are expected to enter into force around 2028, following implementation by the Member States, organisations should already begin preparing their travel, HR and compliance processes.

The webinar confirmed that simplification does not weaken worker protection. On the contrary, it combines less bureaucracy for legitimate business travel with stronger safeguards against social security fraud.
